Wes McKinney stand outside his home on County Road 360 West. Pendleton annexed the area along County Road 360 West in 1993. Residents have been paying Pendleton property taxes for close to 24 years but still don't have city water or sewer and are concerned about the access for emergency vehicles to their neighborhood when the only road in or out is blocked by a train.
