Recount Commission member Charles Parker passes out the paper ballots from one of the Anderson City Council District 5 precinct ballot boxes to commission members Tonia Wainscott and David Beeman during the District 5 recount Wednesday. Republican Art Pepelea Jr. filed for the recount last month after losing the election to incumbent Democrat Lance Stephenson by 14 votes.
