David Odom looks out from his parents porch in the 900 block of East 10th Street as the flood waters recede from around the house Monday. The property backs up to the newly constructed levee being installed to protect property owners but Odom claims that back flow preventers were not installed the same time piping was installed in the levee leaving the water to flow directly from the river through the pipes.
